WASHINGTON — The Senate confirmed Russell Vought as White House budget director on Thursday night, putting an official who has planned the zealous expansion of President Donald Trump's power into one of the most influential positions in the federal government.

The conflict over strategy comes as top House Republicans met Thursday with Trump, who has indicated a preference for a one-bill approach but largely steered clear of the dispute.

A month into the new Congress, House and Senate Republicans are still not on the same page on how to tackle President Donald Trump’s agenda raising the possibility the two chambers could be on a collision course that imperils Trump’s domestic priorities in the first months of his second term.

Senate Budget Committee Chairman Lindsey Graham told reporters on Wednesday that he expects to begin marking up a budget resolution that will also direct committees to find offsets for the new spending with hopes of Senate action in coming weeks.
